Elkhart History: Bill Phillips

Bill Phillips was a pioneer; the first Black Elkhart city councilman, a Jaycee, a community servant, airport manager and later, a bank manager.

A lifelong Elkhart native, he served in the Navy during WWII and championed Elkhart.
